Can I enter or leave the Lisbon Metropolitan Area on the weekend?
It depends. Circulation to and from the Lisbon Metropolitan Area (AML) is only allowed with a negative covid-19 test or with a digital certificate (vaccination, testing or recovery). Otherwise, you cannot enter or leave the AML between 3:00 pm on Friday and 6:00 am on Monday.
When this ban was first announced a week ago, the Minister of State and Presidency, Mariana Vieira da Silva, stressed that the restriction of movement in Lisbon it wasn’t “a sanitary fence” but rather a rule limited to the weekend.
In total, 18 municipalities are affected: Alcochete, Almada, Amadora, Barreiro, Cascais, Lisbon, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra and Vila Franca de Xira.
What kind of test do I have to submit? Is anyone valid?
Not all tests for covid-19 are accepted, as Mariana Vieira da Silva explained this Thursday at the press conference: “From this moment on, it will be possible to leave and enter the Lisbon Metropolitan Area with a PCR heads [feito nas últimas 72 horas] or from antigen in the last 48 hours”.
This excludes self-tests distributed in pharmacies and parapharmacies that are made at home and not in a properly accredited laboratory, so they “do not qualify” for this purpose, explained the government official, after the meeting of the Council of Ministers.
Children up to 12 years of age do not need to test negative for covid-19 to be able to circulate.
I’ve already been tested. Do I also have to have a certificate to be able to circulate?
No. According to the Minister of State and Presidency, one of the options is valid (negative test or digital certificate), both are not needed.
Where can I order the certificate?
The digital health certificate is free and can be ordered online at the SNS 24 website, here. First, you have to select the type of certificate you want: from vaccination, from testing or from recovery. The latter has a “validity of 180 days from the date of the positive test for covid-19”, as read on the official website of the NHS.
After choosing the type of certificate, you have to enter the date of birth, the health user number and press submit. Then, an access code is automatically generated and sent by SMS and email.
Does it take two doses for the certificate to be valid?
Yes, although the certificate is issued after the administration of each dose of the covid-19 vaccine, to enter or leave the AML it is necessary to have both doses.
According to the information provided by Mariana Vieira da Silva, it is possible to circulate “with the digital certificate that is already available on the SNS website and which can be downloaded, as the person has full vaccination”, that is, the two predicted doses.
And as the Ministry of Health explained to the “ECO”, “in the case of vaccination certificates, only those who certify that the respective holder already has full vaccination, by one of the vaccines authorized by the EMA, are admissible. [Agência Europeia do Medicamento], for more than 14 days“.
In the case of people who have already recovered from covid-19, “the vaccination schedule is complete after the administration of one dose of vaccine in the vaccines with a two-dose schedule”, indicates the guidance of the General Directorate of Health on the Covid Digital Certificate of the EU. That is, who has already been infected with the new coronavirus you just have to get a dose so you get the full vaccination.
Are there exceptions for freely entering and exiting AML?
yes, and they are the same as last weekend. They include reasons for work, education, access to health, sharing parental responsibilities, leaving national territory, among others. The remaining exceptions can be found here. In these cases, it is not necessary to present a negative test or digital certificate to circulate.
How long will the “fence” last on the weekend?
It is not known yet. Minister Mariana Vieira da Silva says that there is no due date for the end of the restriction in the Lisbon Metropolitan Area.
With an incidence above 240 new cases for the second consecutive week, the capital will retreat into mistrust, such as Albufeira and Sesimbra, while the majority of the country remains in the current phase of de-confinement. The new rules took effect this Friday and the restrictions increased.
What are the hours of restaurants and cafes?
These establishments now have to close at 3:30 pm on Saturday and Sunday. During the week, they can continue to work until 22h30. The limit of people per group decreases to four, inside, and for six in the terraces.
What about supermarket hours?
During the week, supermarkets continue to open until 9 pm, but on weekends and holidays have to close until 19h.
Can I continue to exercise?
Yes, the practice of outdoor physical activity is still authorized until six people and in gyms, but no group lessons.
It is also allowed to practice medium risk sports, but no audience. This is the case with football, handball, roller hockey or basketball, for example. Already the sporting activities considered of high risk no longer allowed (such as karate, judo, pair figure skating and rugby).
How are the events?
The deadline for cultural shows remains (10:30 pm), and weddings and baptisms also continue with the ‘green light’, but only with 25% of the capacity.
On the other hand, events abroad with reduced capacity must be defined by the General Directorate of Health, which is common to the two phases of the deconfinement plan.
Are there more rules?
Yes the telecommuting remains mandatory whenever possible. And Citizen’s stores continue with face-to-face service by appointment.
